Planning and Producing the Documentaries for Distance Mode of training:

The Center has taken up the most dynamic task of producing video Documentaries and training modules that are telecast once every week on the Ku Band of MANA TV (SAPNET – Society of Andhra Pradesh Network). These Documentaries are the integral part of the initiative taken by AMR-APARD to impart Distance Mode training to nearly 3, 00,000 elected representatives and Functionaries of Panchayat Raj Institutions in the State of Andhra Pradesh. 

The Documentaries are produced on varied subjects pertaining to Rural Development and Panchayat Raj essentially to train and build the capacity of the elected representatives and Functionaries of PRI to empower the local self governance. The topics of the Documentaries are very carefully handpicked after deliberations with the Faculties of various Centers and ascertaining the training needs. 

Working as a team
Closely collaborating with the Resource persons of Center for Decentralized Planning and Administration, Center for Natural Resources Management, Land Cell and Center for Disaster Management, who identifies and prepares the academic content; this Center fulfills its responsibility in preparing a media script and producing effective and purposeful Documentaries. The Documentaries thus produced are not only rich in academic content but also have high technical standards.

The Production of Documentaries
While certain select Documentaries are produced in-house by the Center several Documentaries are outsourced eminent Film makers and Directors who have been empanelled by a specially constituted Committee. The Center is in the lookout for more such talented persons in view of the growing needs.

Making the Distance Mode training more effective
Great thought has also gone in evolving the modalities to make use of these documentaries as most effective tools in imparting distance mode training. It was realized at the outset that while each of these Documentaries is complete by itself and contains comprehensive information – juxtaposing them, strategically, in Distance Mode training would augment the learning process. Thus an assemblage of four related Documentaries are telecast for each training session.

Where and how does the training take place?
The Distance Mode training itself takes place simultaneously in 1200 Mandal Offices across the State. Apart from having suitable infrastructure for the conduct of the training the Mandal offices have also been provided with Plasma TVs by the Government of AP. Mandal Literacy Organizer (MLO) is specially appointed to as facilitators to enlist the participants, to act as the local Resource persons and overall in-charge of the training in their location.

Typically, each weekly Distance Mode training program commences at 10.00am at the Mandal Office on the dates mentioned schedule and Fixed Point Chart circulated by APARD. After the process of registration, the local Resource person (MLO) briefs the trainees about the Documentaries that they are about to watch. The telecast of four assemblage Documentaries begins exactly at 11.00am and concludes at 1.00pm. Each Documentary of 20-25 minutes duration is followed by a recess/break of around 15 minutes, during which the MLO plays a vital role by initiating a discussion with the participants on subject of the Documentary. They are urged to comment freely about the content and how they relate to it. The afternoon session of the training commences at 2.00pm and the participants are encouraged by the MLO/Resource person to keep themselves ready for the live interactive session directly from the Studios of MANA TV in Hyderabad. During this interactive session, which lasts for 120 minutes, the participants across the State are given an opportunity to interact with a panel of experts sitting in Studios. The one-way video and two-way audio facility provided by MANA TV will enable the participants to see the experts who answer their queries. 

Channel III of MANA TV is exclusively allocated to APARD for the telecast of Rural Development Programs. 

In view of the overwhelming response to the Distance Mode training it is proposed to enhance the frequency of the trainings with a wider scope.



Monthly Journals on Panchayat Raj and Rural Development

This Center has taken up the publication of Monthly journals titled “STHANIKA PALANA” in English and Telugu focusing on Panchayat Raj and Rural Development issues, News, views, articles, research findings along with short stories and anecdotes etc are also featured to make the journals not only informative but also interesting. 

These journals would be circulated to all Gram Panchayats, other local bodies and Rural Development agencies. The circulation of these journals would be around 25,000 copies. 

Dissemination of information and reaching out to the rural masses is most critical in accomplishing the basic tenets of Panchayat Raj. STHANIKA PALANA journals are integral part of the Academy’s endeavor towards this goal. These journals are conceived keeping in view not only the demographic profiles of people living in rural areas of Andhra Pradesh, but also the matrix of their traditional and cultural values
